At the time of its original development, Dallas did not recognize mixed-use developments in its Development Code. DeShazo led the effort to secure a precedent-setting parking variance by conducting an extensive two-week parking survey of the Houston Galleria and developing a customized shared-parking model. This model formed the basis for justifying the variance, ensuring the Galleria's success as one of the city’s first truly mixed-use environments.
